3B, Tap: Each opponent discards a card

Generally, activated abilities can be activated any time you have priority, like an Instant or a spell with Flash

One of the strongest things the card does, though, is help make sure that an opponent cant win the game via an alternate win condition, such as Thassas Oracle

Anything that prevents it from accumulating counters, makes a non-creature copy with abilities, or adds toughness faster than the -1/-1 counters works

If Najeela gets killed, using a creature tutor to grab Esper Sentinel to rebuild or a Ranger-Captain of Eos to protect your next win attempt fits the gameplan nicely
